Objectives

Objectives

The Objectives of Ener-in-Town could be summarised as providing a framework for municipalities to deliver the benifits of energy management using low cost internal measures. This is by overcoming two key barriers that exist currently:

Low knowledge by local municipality staff of energy efficiency.

No data on energy usage.

The key deliverables for the project were (bold is the outcome of each objective):

To perform continuous remote monitoring of electricity and natural gas consumption in 100 public buildings run by the selected municipal authorities. 77 Buildings were monitored.

To create a computer tool that will gather the information supplied by the measuring equipment over the Internet, and use it to generate consumption graphs by periods, comparisons between buildings, municipalities or regions, triggering alarms, etc. Several different systems now exist, from open source to proprietry systems here

To create the figure of the municipal or regional energy manager as the officer with maximum responsibility for monitoring energy demand from public buildings. 46 energy managers are now in place across 32 municipalities. Training course overview by partner

To apply low-cost awareness-enhancing measures geared towards correcting certain deviations in consumption, and track the results using the monitoring system. 5.5% average savings have been achieved across the buildings, with only a fraction of the energy savings idea's implemented to date Case Studies.

To prepare a guide that will give help and guidance for local managers in acquiring equipment and designing properties, using criteria based on energy efficiency and use of renewable resources. That guide is available in full to download in two languages and in summary in 6 other languages. Hard copies are available to municipalities in the country of the partner for free through the project partner (while stocks last).

Project Time Scale:

The Project started in Early 2006 and has finished in june 2008. The project results will be finalised on the website by the end of August 2008. The first phase pf the project happened during 2006 and surrounded designing and aquiring the relevant monitoring equipment. In 2007 the project focused on implementing monitoring and training the energy managers to use the energy consumption data. The final phase of the project focused in making savings in municipal sites using the data supplied by the monitoring equipment. This is the basis for the case studies.
